A Master Land Use Plan and Area-specific Transportation Master Plan for the Central Oshawa Major Transit Station Area (M.T.S.A.) is underway. The M.T.S.A. Study Area is centered on the future Central Oshawa GO Station site located at 500 Howard Street, situated on the south side of the Canadian Pacific Rail corridor approximately midway between Simcoe St. S. and Ritson Rd. S.

Planning for land uses and transportation within the M.T.S.A. is now moving forward to Stage 3!

The City of Oshawa invites community members to provide their feedback on a preferred land use alternative, a transportation evaluation of alternative solutions, and an updated land use plan and draft urban design guidelines for the Study Area surrounding the planned Central Oshawa GO Station.

Additionally, feedback is being sought on a preliminary design for the First Ave./McNaughton Ave. corridor between Simcoe St. S. and Ritson Rd. S., being completed as a Schedule C Municipal Class Environmental Assessment as part of the Area-specific Transportation Master Plan.

  • Attend the Stage 3 Public Information Centre on Tuesday, April 23, 2024 from 6 p.m. to 8:30 p.m. An Open House “drop-in” session will be held at 6 p.m., followed by a formal presentation with question and answer period at 6:45 p.m.
  • The meeting will occur in an in-person format and will also be streamed virtually.
    • In-person at Oshawa City Hall, C Wing Committee Room (50 Centre St. S., enter from the main south entrance and immediately turn right)
    • Virtually, by registering for the event and using the webstreaming link or call-in number provided upon registration.
    • The presentation and display boards are now available to be viewed on Connect Oshawa.
    • Virtual participants will be able to submit and ask questions during and following the presentation, beginning at 6:45 p.m.
    • Virtual participants attending using only the call-in number are encouraged to submit and ask questions ahead of the meeting, by either emailing Connor Leherbauer, Senior Planner at cleherbauer@oshawa.ca or using the Question & Answer feature provided below.

Feedback will be received until noon on Friday, May 17, 2024 and will be considered in a future staff report to be presented to the Economic and Development Services Committee.

    Thank you for your question. The land use alternatives you have highlighted are intended to show the potential long-term densities of development blocks in the MTSA Study Area, not to indicate future road removals/additions. 

    As the on- and off-ramp from Drew Street is expected to be removed in the medium-term forecast by the provincial Ministry of Transportation (M.T.O.), it was decided to show the block pattern in this area in a form that is more closely aligned to the surrounding neighbourhood’s grid pattern.  

    Any road network changes would be subject to separate study, for which appropriate notice would be provided as required by legislation.

    Hello Dan,

    The impact of increased rail traffic, as well as appropriate mitigation measures (such as sound barriers), would be under the purview of the relevant rail authority – in this case CPKC or Metrolinx. This would not be within the scope of the integrated MTSA Study as the Study is led by the City of Oshawa.
