A Stormwater Management Master Plan is a comprehensive document that summarizes the City’s stormwater management goals, objectives, policies and recommendations, while considering existing conditions, future growth and development, and climate change.

The purpose of the Stormwater Management Master Plan is to

• understand the current condition of the city’s watercourses and stormwater management infrastructure (like culverts and stormwater management ponds),
• develop stormwater management strategies and policies for sustainable growth out to 2051, and
• recommend and prioritize actions and new works.

The Stormwater Management Master Plan is a planning tool that the City will use to schedule and budget for stormwater infrastructure maintenance works and development of new infrastructure.

Urban stormwater is rainfall and snowmelt that seeps into the ground or runs off the land into storm sewers, streams and lakes (Government of Ontario, 2021). The stormwater that runs off the land surface is referred to as “stormwater runoff”, which is controlled using stormwater management practices.

Stormwater management practices are used to safely convey the volume of stormwater runoff and sometimes, to manage the quantity and quality of the stormwater by temporarily storing it, filtering it and/or infiltrating it.

Yes, both Durham Region and CLOCA are involved in the City’s Stormwater Management Master Plan development as members of the Technical Coordinating Committee. This Committee provides input and review of all aspects of the project.

The Stormwater Management Master Plan is scheduled to be completed by summer of 2025.

The Stormwater Management Master Plan is being conducted in accordance with the requirements of the Municipal Class Environmental Assessment (EA). There are several ways to participate and provide feedback to the Stormwater Management Master Plan:

• View the project background and use the feedback map on Connect Oshawa to show areas of the city where you have seen erosion, stormwater infrastructure deficiencies or flooding. (ConnectOshawa.ca/Stormwater)
• A paper version of the feedback mapl is available at Service Oshawa, located at City Hall (50 Centre St. S.).

• Attend the first Public Open House on Wednesday, October 16, 2024 from 6 p.m. to 8 p.m. A“drop-in” session will be held at 6 p.m., followed by a formal presentation with question and answer period at 6:45 p.m.
