About the project

The City of Oshawa has launched Imagine Oshawa: the Oshawa Official Plan Review, a city-wide initiative to guide how Oshawa grows and develops in the years ahead.

A key part of the Official Plan Review is a Growth Management Study, which will explore when, where and how future growth and development should happen in Oshawa. This includes planning for land uses and infrastructure to meet our needs today and in the future -- and we need your help to set the course!

A Growth Management Study Discussion Paper has been prepared, which is intended to introduce the Growth Management Study to the public and provide key information to help and encourage interested parties to understand, participate and provide meaningful input to the Study.

As part of the Growth Management Study, the following three technical documents have been prepared:

  • Draft Land Needs Assessment - This document includes forecasts that refine how population, housing and employment growth are allocated to Oshawa. It also outlines the City’s associated land needs.
  • Draft Employment Lands Strategy - This strategy analyzes Oshawa’s supply of employment area lands. It assesses whether there is enough employment land now and in the future, identifies any constraints and recommends updates to land use designations.
  • Draft Intensification Strategy – This strategy evaluates Oshawa’s ability to support future population and employment growth by making better use of existing developed areas.

Engagement Opportunities

As part of the Growth Management Study, the Consultant Team is currently working on the next phase, which is the preparation of a Growth Phasing and Urban Expansion Options Report.

The Consultant Team has prepared a memo, which provides high-level information on the Growth Phasing and Urban Expansion Options Report, including an evaluation criteria matrix and the introduction of an initial methodology for organizing development into phases within the 2056 planning horizon.

Please note that Report ED-26-06 was considered by the Economic and Development Services Committee (the “Committee”) on January 12, 2026 and recommended to Council that staff be authorized to consult with the public and all stakeholders to obtain feedback on the preliminary framework for the phasing strategy component of the Growth Management Study. In advance of Council’s consideration of this matter on January 26, 2026, staff are providing this information to enable interested parties, stakeholders and members of the public to initiate their review of the material that was considered by the Committee. This will provide additional time to facilitate the preparation of comments in the event they wish to provide input during the formal feedback process.

Upon Council endorsement, staff will be seeking feedback up until noon on Friday, February 6, 2026 on the preliminary framework for the phasing strategy component of the Growth Management Study. Feedback may be submitted via email to OPReview@oshawa.ca.
