South Field Master Plan

The City of Oshawa is looking for community members, particularly Ward 2 residents, to share their feedback on the South Field Master Plan Background Study and the draft preferred land use option for the Study Area.

The 2015-2019 Oshawa Airport Business Plan identified a series of key directions, one of which was to undertake a study of the South Field lands and associated land uses. The purpose of the Background Study was to determine a preferred land use option for the area and identify any amendments to the City’s Official Plan and Zoning By-law that would be required to implement the preferred land use option.

The draft preferred land use option recommends maintaining the current zoning in the South Field Study Area. This would continue to allow for recreational and museum uses, agricultural uses without buildings, and public uses in the area, while continuing to support the current and future operation of the Airport.

On Thursday, May 23, a Public Open House will be held between 6:30 p.m. and 8:30 p.m. in the Paul Dwyer High School cafeteria (700 Stevenson Rd. N., Oshawa). Interested community members are encouraged to drop in at any time to review background information, ask questions and provide comments on the draft preferred land use option. A presentation will be given at 7:00 p.m. to provide additional detail on the Background Study and the draft preferred land use option.

For those unable to attend the Public Open House, a feedback form – along with copies of the Background Study and draft preferred land use option – will be available as of Thursday, May 23 here on Connect Oshawa and on paper at Service Oshawa (50 Centre St. S.).

Feedback is requested by 4:00 p.m. on Wednesday, June 12 and will be considered in the development of the final South Field Master Plan. The finalized South Field Master Plan will be presented to Development Services Committee in 2019.

    The Study Area is approximately 23 hectares (56.8 acres) in size and includes the South Field and a portion of the Thornton Road North lands. 

  • How is the Oshawa Executive Airport involved?

    Consultation is a critical component of the Study. A Project Technical Advisory Committee (P.T.A.C.) was established to inform the Study. 
    The Oshawa Executive Airport Manager sits on the P.T.A.C., which met monthly during the Study period. 
    Core municipal departments/ branches represented on the P.T.A.C. consisted of the following:
    • Engineering Services
    • Parks Maintenance Services
    • Planning Services
    • Recreation and Culture Services
    • Roads Operation Services
    Municipal departments/ branches and external agencies that participated on an as-need basis on the P.T.A.C. consisted of the following:
    • Central Lake Ontario Conservation Authority
    • City of Oshawa Finance Services
    • City of Oshawa Fire Services
    • Oshawa Power
    • Region of Durham Planning

  • How can I be involved in the study process?

    Public consultation is a critical component of the Study. You can be involved in the process by: 
    • Attending the Public Open House on May 23, 2019 between 6:30 p.m. and 8:30 p.m. in the Paul Dwyer High School cafeteria (700 Stevenson Rd. N., Oshawa). A presentation will be given at 7:00 p.m. to provide additional detail on the Background Study and the draft preferred land use option;
    • Completing the South Field Master Plan survey, which will be launched on May 23, 2019 and available to be completed online on Connect Oshawa and in-person at Service Oshawa (50 Centre St. S.) until 4:00 p.m. on Wednesday, June 12, 2019; and
    • Providing written submissions to the Project Lead at any time during the Study.

  • What is the timeline for the Study?

    • November 28, 2016: Study launched with Council’s authorization for staff to undertake the Study (DS-16-116).
    • December 2016 - May 2017: Staff completed the Background and Literature, Policy Context, Land Use and Zoning Context, Heritage Context, Servicing and Transportation Context Review. Staff also consulted with City Advisory Committees of Council. 
    • May 2017 - May 2018: Preparation of the draft Background Study for the South Field Master Plan Study by staff.
    • June 25, 2018: Council received for information the Draft Background Study for the South Field Master Plan Study (DS-18-120).
    • July 2018 - December 2019: Staff finalized the Draft Background Study for the South Field Master Plan Study.
    • March 8, 2019: Council authorized staff to hold a Public Open House to present and obtain comments on the Background Study for the South Field Master Plan and the draft preferred land use option for the South Field (DS-19-45).
    • May 23, 2019: Public Open House.
    The finalized South Field Master Plan will be presented to Development Services Committee in 2019.
