Oshawa Strategic Plan, 2020-2023

Oshawa City Council has endorsed in principle an update to the City’s strategic plan and is looking for community input.

The Oshawa Strategic Plan (O.S.P.) serves as the City's highest-level policy document and guides the work of the City, its decisions and the development of our community. On November 5, 2019, City Council endorsed in principle an updated version of the 2015-2019 O.S.P. The updates reflect initiatives and goals introduced in Council’s term to date and the removal of items that have been accomplished.

The five strategic goals that City Council endorsed for the 2020-2023 O.S.P. are:

  1. Economic Prosperity and Financial Stewardship
  2. Accountable Leadership
  3. Social Equity
  4. Cultural Vitality
  5. Environmental Responsibility

Each strategic goal is broken down by themes, which are further supported by individual strategies.

Have your say

Oshawa residents, business / property owners and other stakeholders are invited to provide feedback on the strategies endorsed in principle by Council for the updated 2020-2023 O.S.P. A copy of the updated strategies and opportunities for feedback can be found:

  • here on Connect Oshawa;
  • on paper at Service Oshawa (50 Centre St. S.); or,
  • in-person at the Oshawa Strategic Plan Open House, taking place on Thursday, December 5 between 6:30 p.m. and 8:30 p.m. at the Civic Recreation Complex (99 Thornton Rd. S.) in the Bobby Orr Room.

Feedback will be received until 12:00 p.m., Friday, January 3, 2020 and considered in updates made to the document. Proposed content for the final O.S.P. will be presented to City Council for approval in early 2020.

The updated O.S.P. will guide the work of the City for the remainder of the existing Council term, with a slight overlap into the next term to guide until new priorities are set by the incoming Council.
